Plugin; Town Hall?

As I was reading about a plugin called jobs, I found a cool plugin for you who runs your own towns!
Basically you make a house, called Town Hall, which only you can access.
And inside there you make plans for the town and can hire workers. Wich you'll have to pay, for example, build roads or houses.
Is this relevant for piecraft?
